NEW missing from FILE menu in NT Win Exp

On one of my users NT workstations, under the File menu in Windows Explorer, the New selection (to create New Folders, shortcuts, etc), has disappeared.

System Policy is not being used on this machine. And the user has Admin rights to the local machine.

Has anyone come across this before or have any ideas?
