New Motherboard Won’t Boot

I just bought a new ECS p4 mainboard. I installed the new motherboard set all the the jumpers correctly and doubled checked them and installed a 1.6 gig p4 in there. I put the cmos jumper on clear and it did fine when I put it on normal i got nothing i thought it was the bios b/c ecs have a lot of updates for it but it won’t boot up to allow me to update it so now im lost i have already ruled out the p4 chip by trying in another system can some one please help.
