No boot

I have been trying to get a computer running after it was given to me with the problem of it not starting up.
The problem: Power on to motherboard, hard drive spins up, CPU fan spins, DVD-burner seems to have no power at all, can’t open it, and doesn’t light up when the computer is started. The case side fan does not spin. There is no BIOS post beep either.

This is definately not a hard drive issue, nor can it be an optical drive issue.

What I have already tried: Replacing the power supply, unplugging RAM, swapping RAM, reseating CPU, leaving the optical drive disconnected and still nothing will boot.

Any suggestions?
