NO Browser

On a laptop, Toshiba 4800CT, I am attempting to reinstall after a drive format. This little laptop has a 66 mghz processsor, 24 megs of Ram, and a 500 MB hard drive. It has a floppy disk drive, but no CD Rom.
I put Win 95 back in via the 13 floppy disk system. It took a couple tries, but completed a full install.
I installed a PC card modem, (PCMCIA) via the manufacturer’s distributed disk. (a floppy, of couse)
Win 95 comes with “The Microsoft Network”. This is, of course, MSN and has a wizard to get you connected to the internet.
And it succeeded. It dials up the modem and puts an icon in the tray, announcing that it is, in deed, connected to the internet.
This is where the problem begins. It has no browser. I spit files, enabling meto put IE 5 on it via the floppy, but it needs the internet to install completely. Even though I can hear it dial up and see the icon telling me that it is connected, it doesn’t recognize the fact that it is on the internet.
When I run IE setup, it tells me to check my proxy settings as if didn’t know that it was connected.
Any ideas as how to get this machine browsing the internet again?
