No display when PC Boot up

When I boot up the PC, there is a long beep follow by 3 short beeps and there is no display on the monitor. The status light on the PC is blinking green color.

Is it the graphics card or the AGP slot is spoilt?
I do not have another AGP or PCI graphics card to test out.

Anyone can help?
