no domain controller

i have pdc on my network running windows 2k advenced server with dhcp,dns, wins server. My window 98 se client can’t log on to the domain if the ip addres of the client is server assign but if i put static ip address windows 98 client can log on to the domain controller.how to solve this problem. by the way my pdc has two nic cards.
