no internet over cat5 cable, ok with usb

We got hit slightly with lightning the other nite.It blew out my cable modem. I got a new modem, but it will not see my pc over a cat5 cable, but it will see it with a usb cable.I can access the internet and email with the usb cable hooked up to my modem , but not with the cat cable. I have tried 4 new cat cables, a new eithernet card in 3 different pci slots, reformatted and reinstalled windows xp, cleared cmos and resetup.I had my isp provider come out to look at the system also. All to no avail. By the way when my isp came out, he could use his laptop with my cat5 cable and modem and get online.But he could not get my system to work with the cat cable, only with the usb cable.I have checked all my settings and my system recognizes my eithernet card(says it is working properly)and has the right driver, but it gives me a message that a network cable is dissconnected.They are not dissconnected!
I would appreciate any suggestions as I am about to fix this thing with a stick of dynomite!
