No Master Boot Record

Any way to recover data from a hard drive that can’t find the MBR on a Win 98 second edition hard drive? I have attempted to add the drive as a slave to another drive – it it not recognized. When I boot from a startup disk, files are copied to the cdrive. That is all that is shown on the c drive.
