No menu or tool bars on Photo draw

I have unistalled and unistalled Photodraw many times and each time I am missing the menu bar and tool bar. I went to help and it said to push F10 to make these bars visible but nothing happens. I am running WN XP home ed. This has never happened before and I can’t seem to restore the menu and tool bars. Any ideas what to do????
