No more than 2 file downloads

In W2000 Pro while browsing, I’m unable to download more than two file at a time. There are no error messages, and when one file downloading file completes, then I get the save file window as normal. Browsing ability also slow or stops until only one file is downloading. This occurance doesn’t happen on all sites, but is consistant on the sites it odoes occur. It afflicts all of my W2000 installations. It doesn’t occur in W98SE installions which allow 8 concurrent downloads and browsing.
