No Mouse Detected

This is on 2 different M/B the latest being a Jetway board (J-TX98B)manual can br found at http://www.jetway.com.tw/evisn/download/dtx98b.htm
we can not get a mouse to detect in either win 95 or win Me whether it be a PS2 or Serial any help would be appreciated to overcome this problem.
