No Run/Shutdown in Start Menu –

I have a user who went to a webpage that actully launched a virus on his machine (www.youtop.com) (I recommend NOT going there). Anyhow – it caused some pretty severe dammage – most of it we were able to fix however we still can not get the Run command on the start menu or the Shutdown. I was going to run the policy editor (poledit) on the wincd – but when we try to install it we get an error message.

Any other ideas? any manual reg edits I can do? Will reinstalling help? Will deleting the PWL files do anything?
