No send in “Yahoo” or “Hotmail”

When I click on send in “Yahoo” or “Hotmail” I get the Horizontal barber pole but it never turns solid to indicate that the e-mail is being sent which it isn’t. Since it isn’t being sent I do not get a “bounce back” or error message. I have no problem with Earthlink or Netscape. No tech at either location can come up with an answer and keep blaming each other for the problem.
