No shortcuts

I have a Windows XP Prof with SP2. After a normal shutdown when I started the computer I can logon but then I get the screensaver picture, no shortcuts, no taskbar. Mouse works fine but nothing else except CTRL-ALT-DEL. This brings up the task manager where I can run programs via New Task (Windows Explorer excluded)
Ran AVG Anti virus and removed Adware Generic AZT.Did not work, foun out that shell32.dll appears twice in the scan, once with the mention changed, but cannot overwrite this file. Anybody has any ideas?
