no sound frm w2k/ pc speaker beeps

I am having a problem getting any sounds associated with windows 2000 sound setting to play. Events such as Startup sounds and emptying the recycle bin do not work. The pc speaker beeps instead of playing the wav files. I have checked the settings and I can preview the sounds under control panel sound settings. Thanks in advance.
