Noisy CD/DVD Combo (Desperate)

Recently purchased a new Toshiba M1 Tecra laptop where the CD/DVD Combo is very noisy.
Also had a similar problem on my old laptop.

Two questions i need ansered.

1 – If i copy the DVD onto the harddrive and play from there will i get improved performance or suffer from any performance degradation?

2 – Is there anyway i can get the damn thing to quieten down?
