not a valid win32 file

I downloaded a hard drive installation utility.
mbplus2.exe and a diagnostic utily (Powermax).
When they are double clicked, they are supposed to
extract the files to a floppy. When I double click them, I get an error message “mbplus2 is not a valid win32 application” and “powermax is not a valid win32 application”. Can anybody tell me what I need to do?
