Not a Win32 application

I have a user who’s experiencing a problem in Windows 98. She would like to create shortcuts to certain docs on her desktop and no matter how we create them, they don’t work. We can open say Excel and then open the file, but the shortcuts give the error “not a win32 application.” We’ve tried the right-drag, and even saving the file to the desktop but neither works.
