Not able to see in network neibhourhood

Hi,

I have a Win NT 4.0 workstation in my network
i have installed all the necesery services and protocols
and it has joined domain also

my problem is that , this is machine is not showing in the network neibhourhood of any machines

Server service in this machine is not started, whe i try to start the service it says insufficient memory( i have 128 MB RAM and 1.3GB free space in HDD)

can any body help me
