Not Enough Server Storage??

I am running Windows NT Workstation, on the network though not in a domain. The Server Service refuses to start. The error message I receive in Event Viewer is “The Server Service terminated with the following error: Not Enough Server storage is available to process this command”

I have increased the size of the paging file and the registry though these have not helped the problem. I have also removed the services and reinstalled them to no avail.

The computer browser service is also affected as it is dependant on the Server Service.

Does anyone know how to fix this problem??
