not entering shut down sequence

I have a Windows 98 Dell that will not shut down. This is not the known Windows 98 shutdown problem! When clicking ShutDown, the screen blinks once and goes right back to the desktop. The machine otherwise acts fine. When going into msconfig, I noticed many lines in startup “run=” with nothing behind it. These lines replicate exponentially when unchecking and rebooting the machine.

Is this a virus or something else? How do I fix it?
