Not Win32 Compatible EXE

I downloaded the installation CD from driversguide to install the Canon MultiPass C3500. After the the download to the Desktop, I click on the icon and I got the message “not Win32 compatible. I am running Windows 2000 Server. How can I fix this or is there a fix for this. I need to be able to use this Machine.
