NT 2000 Printer addition

Print server sub-system un-available And
Insufficient resources….
The above condition occures when trying to load a printer on an Windows 2000 Advanced Server.
All relevant services seem to run except that
the Spooler stops with ‘access deniederror”
It seems IE 5.5 may be a culprit. Dr Watson keeps showing up in the task list with ‘iexplore __ access denied’ message.
So ? How do I fix and add the printer (BJ150 epson).
