NT 4 (Account Policy)

We are currently using an NT 4.0 Server Service Pack 5,. In (Account Policy) any changes to one-account effects the entire domain. We would like to know if there is any way that we can make changes in a single accounts or groups of accounts withouteffecting all the accounts at once. If there are documented changes that can be made through the registry, or through a third party software, or other methods, any information would be of help.
