NT 4 Server losing shares when reboot

I have a NT 4 Server as PDC, DHCP server, and print server. When the machine is rebooted, it loses the C$ share on the C drive and the ADMIN$ share on the WINNT dir. This then prevents users from printing to network printers. I have to reshare the drive and dir and restart the print service and spooler twice to allow users to print.
Any Ideas? Searched MS KB, etc, no luck.
