NT 4 Workstation installation

Having problems installing NT 4. I’m trying to install it on an Intel 667 Mhz machine on the secondary hard drive. The primary hard-drive is loading on windows 98 SE. I’m creating the bootable floppies and get to the stage where it asks for disk 3. It then checks for a hard drive but is unable to find one, stating that I must use MS-DOS NT setup to partition the drive. I am sure this is ok however. The drive is type FAT, sufficient space and formatted. Any ideas?
