NT displays Generic Icons for shortcuts

Hello together

Some of our users Have great problems with their Desktop on Windows NT 4.0
All Shortcuts are diplayed as a generic Windows Icon (Word,Excel,Adobe Acrobat….). Icons created by windows are displayed as normal Icons.

What happens here ??
