NT RAS Connections

I have an NT server providing RAS access to our network. I am using a RocketModem with four 56K modems on it. I have no problem with people being able to connect, but they can ONLY connect at a max of 28.8. I have the Modem’s Maximum Speed maxed outin the Control Panel. Please let me know how to get better connection rates.
