NT Registry through Login scipt

I’m trying to set a universal screen saver for all my users through the login script. I’m using the command regedit /s c:\scrnsvr.reg. When I logon as a user it tells me cannot import registry error accessing registry. I was wondering if there isa way around this with out opening the registry to the user?
