NT Sever locks loading TCP\IP

I am trying to load NT server onto a server as a BDC. After loading the NIC drivers Windows starts to load files for TCP\IP and then freezes. When I remove the CD I receive the message “unable to load telnet.exe”,, or something simular to that. I have tried to load it from other CDs and it always freezes in the same place. The system itself has an Intel D850MVL mother board with a P4 900 Mhz.
