NT sharing to Window 95

I have an NT WS 4.0 sp6a that needs to access files on a Windows 95 PC. However, NT WS do not have access to the files on a Windows 95 PC, only when the NT user has administrative rights. We cannot however, give all NT users administrative rights. Is it possible for a NT WS to see files on a Windows 95 PC, if so How ???
