nt/win98 user profiles

I have an NT 4.0 two domain network with a full two way trust. A system policy is in effect. It is located in the winnt40\system32\repl\import\scripts(netlogon share)directory, The file is config.pol. Within this policy file is a group policy for staff, a global group on the domain. For certain users, when they login, they either get a restricted desktop or only the mapping to their personal directory(U: \\netserver_1\users\staff\%username%)and they see nothing else in My Computer. It seems when they logon with a Win98 SE client,it will first prompt you that this is your first login and do want to save settings,and then goes to password and confirm password. On certain PC’s throughout the network, by saying no to these prompts, these usersget the correct settings. On others, it is fine. It seems to be profile or policy, but not for every user. Any ideas? Help is appreciated. Thanks.
