NTFS –> FAT

Is there any way of converting a NTFS HD to FAT32 or 16, i dont really mind, because the clients of the server(WinNT) are Win9X and have Fat32 HD’s, file transfer between The server and the clients is very slow.
i have tryed partition magic and failed (doesnt like WinNT).
