NTFS vs Fat32

Compaq sold a PC to a friend and it has NTFS file system. Will this cause a problem if she creates a file and someone tries to open it on a
Fat32 system.
Also, there is a 4 gig system_files partition on this 30 gig HDD. Only 2 gig is used. What is it for?
