ntoskrnl missing or corrupt cause unk.

I am running Windows 2000 Professional in a dual boot system. The system boots correctly from partition 1 of my hard drive and used to boot correctly from partition 3. When I restored a copy of the OS to partition 3 of my hard drive and attempted to boot it I got the following message:

Windows NT could not start because the following file is missing or corrupt:
Winnt_root\System32\Ntoskrnl.exe
Please re-install a copy of the above file.

I tried the obvious things to no avail. I copied
Ntoskrnl.exe from the working OS to the failed one. I verified the path in the boot.ini file by remaking it from the working path to partition 1. I gave Everyone Full Control on the path to Ntoskrnl.exe. I ran a Fast Repair on the OSso I do not think the boot sector is bad. I am over the 7.8 GBy. limit, but it applies only ot NT 4. What else is required?
