Office 2000 SR1/SR1a for admin install

I installed Office 2000 CD using
setup /a to a 2000 server no problem
tried to install data.msp via data.exe
using msiexec /a path /p path shortfilename=1 (or true)
it fails everytime with a 1308 error. MS says I am not using shortfilename switch but I am. I get 1308 errors ona bout 20 files with the last one giving only option to cancel.
Event log says msiexec SR1 failed install so I tried to install SP2, no luck,, says I dont have Sr1?? yikes
