Office 97 on Windows 2000

We are upgrading to Windows 2000 but for the time being are staying with Office 97. The problem we are having is when Office 97 is installed the only users who have the Spell Check & Grammer abilities are the administrators of the computer. We have tried every type of install with Office 97 and can not get this option available on any non administrator users.
