Office 97 Shortcut Bar

WindowsNT; Office97. How do I configure/setup the Office (97) application shortcut bar? This particular bar is NOT “drag & drop.” It appears in upper right of screen & usually only consists of icons for a few MS programs (Word, XL, PowerPt, File Mgr, for example).
