Office 97 with Windows 2000

I install Office 97 Professional with all components on Windows 2000 Prof. PC. If a user will open a .gif, .jpg etc. file an errormessage occured. Windows Photo Editor starts and told me that no informations about the format is available. If I startit as an administrator it works. What can I do that my users could work with Photo Editor?
