Offline files and broken HDD

I have a laptop with somewhat broken HDD. I can access the hdd and move files from the disk but I’m not able to start up win xp from the disk. I have about 100 offline files that I would need to recover. Is there any way to recover the files since they are stored as somekind of system files on the laptop HDD.
