OLEChannelWnd

When shutting off my PC it hangs, when Press Control +Alt+Delete I get a message that says the OLEChannelWnd is busy and to wait or end task. If I wait it takes forever to shut off.

What is OLEChannelWnd and how do I get rid of it? Is not in the Registry. I’m using NT4 workstation, SP6 and all critical updates.
