On-Board Video problem

I have a P3, socket 370, which uses the GFX PRO chipset with an on-board 3D 128-bit AGP Graphics accelerator. The problem is that my monitor displays black and grey lines across the screen. I tried to see if it was the monitor and switch with a different monitor but it still diplays the same thing even after adjusting the monitor settings. I tried to install a new PCI video card. It recognizes the new card but it is using the same IRQ as the on-board video IRQ 11. There is no setting in the BIOS or jumper settings to disable it. I set it to use PCI for the display but it just continues to use the on-board video and has it as a secondary video. I also remove it from the Device Manager and install the new card but nothing shows up on the screen. If I switch the cable back to the on-board video I get video and it askes me to install software for the new PCI hardware. Can anyone help. Thanks.
