One computer can not boot up

One computer can not come on after switching on, the power light is however, coming on. Once the power is on, you can not switch off by button unless you unplag from supply. The machine is an IBM running Wimndows Me.
I have made some attempts but ould not restore it.

How do I resolve the problem.
