Only Able to see new users

We have setup a two way trust between a NT 4.0 domain and a W2k domain. It appears to have setup correctly but the administrator in the NT 4.0 domain only seees 15 users and the newly created users not all the users. Setup LMHosts files on each PDC as recommended by Microsoft Technet and they are resolving correctly according to nbtstat -c. Also created an A record pointing to the NT 4.0 PDC. Have recreated the trust with the same results and no errors.

I have a similar trust setup with the W2k domain to another NT 4.0 domain without any issues.

Any suggestions would be appreciated.
