Open ALL applications in FULL a window?

Where in WIN98 SE can you configure the setting to control whether a window (for any or all appli-
cations) will open as a ‘full’ screen window. I have already looked in Display, win.ini, system.ini, and system information. I want to be able to control which application opens a full window etc. Thanks for the help.
