Open with option in properties of files

Can someone please tell how in windows one can change the default software assigned to open a file when the open with option is not shown in properties?? For instance a jpeg file is automatically assigned to the Microsoft photo editor as the software with which the file is opened ,what to do if the file has to be opened with photoshop only sometime the open with option would be provided
