Opening Control Panel Win98

Error message on “Setnote.cpl”
“an error occurred while windows was working with the Control Panel file”

This same message occurs when I double click on “Setnote.cpl” in “Windows/System” I Have reinstalled Windows98 .Same problem.

How do I get rid of this warning/error
