Oracle Report Background Engine

When any user runs an Oracle Report, The Oracle Report Background Engine opens, it remains open even after the user has closed the report. Due to this the report Background Engine resides in the memory. And due to this the share of memory which should be available to other users is not free and the system performance deteriorates.

Is there any method by which the Oracle Report Background Engine can be closed when the user closes the report?
