Outline Numbering in Word

My Heading 1 Style is formatted with Outline Numbering. My Heading 2 style is also formatted with Outline Numbering. Whenever I apply the Heading 1 style to the selected paragraphs, the numbering sequence looks okay (1, 2, 3,); however, when I apply the Heading 2 style on a paragraph that follows a Heading 1 number greater than 1, the numbering sequence does not seem to work (4, 1.1, 1.2) In this case I would like to see 4, 4.1, 4.2. I’ve tried all sorts of formatting specs I can think of, but I can’t seem to get this one right. Can anyone help please? Thanks.
