Outlook 2000 will not launch

I upgraded Win 98 box that had Outlook 2000 on it to Win 2000 pro. When I click on the Outlook icon the program tries to launch and then goes away. I have reinstalled outlook 2000, done all the windows and office updates and still have the same problem.
HELP!!!
